Proficiency bonus is a measure of how a character's skill level affects
their rolls. It serves as a modifier to most skill rolls.

Formula:
  = skill_level / 20 + 2

Example:
  For 50 starfighters:
    = 50 / 20 + 2
    = 2.5 + 2 # round 2.5 down to 2!
    = 4
